Assistant Chief Stephen Chappell’s Legacy Honored by the Dover County Volunteer Fire Department and Community

Dover County, VA – The Dover County Volunteer Fire Department (DCVFD) and the surrounding community are mourning the unexpected loss of Assistant Chief Stephen Chappell, a dedicated member of the department for over three decades. Chief Chappell passed away on August 23, 2024, leaving behind a legacy of service, leadership, and community impact.

Stephen Chappell joined the DCVFD in 1989, and his commitment to the department quickly became evident. His dedication was recognized in 2002 when he was promoted to Assistant Chief, a role in which he excelled, demonstrating exceptional leadership and unwavering dedication to the department’s mission. His contributions were further honored in November 2004 when he was awarded Life Membership, a prestigious recognition within the DCVFD.

Throughout his career, Chief Chappell played a crucial role as the department’s liaison to the public, fostering strong community relationships and significantly contributing to the recruitment of both past and current members. His efforts ensured that the DCVFD remained a vital and effective force in serving Dover County.

In response to his passing, the DCVFD announced that a Celebration of Life will be held at DeSanto Community Hall, located behind Station 13. The date for this event will be announced soon, providing an opportunity for all who knew and admired Chief Chappell to pay their respects and celebrate his life.

The outpouring of tributes on social media reflects the deep impact Chief Chappell had on those who worked with him and the broader community. Greg Jones expressed, “Man this one stings…This is a big hit to the fire and EMS service, Steve was a great mentor to so many. I am proud to have worked with you and call you a friend. RIP Chief, your legacy will certainly live on.”

Chris Gardner also shared his gratitude, stating, “He wrote such an amazing letter of recommendation for me to get into Physician Assistant school…he opened a door for me that was life-changing. Such a loss for the fire service.”

Mae Stefanie Finley echoed the sentiment of loss felt by many: “Can’t believe it. Rest in peace Chief Chappy and thank you for making a huge impact on my career and life. You’ve made a world of a difference for so many. Sending all my love and prayers to the department and his family.”

The DCVFD and the entire Dover County community are deeply saddened by the loss of Stephen Chappell. His legacy will continue to inspire future generations of firefighters and volunteers, and his memory will be cherished by all who had the privilege of knowing and working with him. As the community mourns, they also celebrate the extraordinary life of a man who gave so much to those around him.
